Black Hills Energy - Colorado Electric SB-100 Study

WindmillColorado Senate Bill 07-100 (SB-100) was designed to promote the development of electric transmission infrastructure to meet the state's existing and future energy needs by delivering clean, affordable, reliable energy from designated Energy Resource Zones to Colorado consumers. An Energy Resource Zone is defined as a 'geographic area in which transmission constraints hinder the delivery of electricity to Colorado consumers, the development of new electric generation facilities to serve Colorado consumers, or both.'

Senate Bill 100 requires that Colorado electric utilities that are subject to rate regulation by the Colorado Public Utilities Commission file a biennial transmission development plan by October 31 to support SB 100's mission. The plan must consist of the following:

  • Designation of energy resource zones
  • Develop plans for the construction or expansion of transmission facilities necessary to delivery power consistent with the timing of energy resources located in or near such zones
  • Consider how transmission can be provided to encourage local ownership of renewable energy facilities
  • Submit proposed plans and applications for CPCN's to the Public Utility commission for review.
