Black Hills Energy today issued a request for proposals for up to 30 megawatts of wind energy delivered to its electrical system to serve customers in southern Colorado. Adding another 30 megawatts of wind generation will assist the company in meeting Colorado's renewable energy mandate, which requires state-regulated utilities to obtain 30 percent of the energy they supply to customers from renewable sources by 2020. The request seeks to allow bidders to take advantage of the recent extension of the federal production tax credits.
This competitive solicitation process ensures that wind generation resources are procured in the most cost-effective manner for delivery to customers by 2014. Black Hills has engaged Accion Group to oversee this bidding process. Colorado state law grants the Colorado Public Utilities Commission the ultimate authority to determine the composition of a utility’s resource portfolio.
