BLACK HILLS CORP. ANNOUNCES NEW VICE PRESIDENT OF FINANCE

RAPID CITY, S.D., November 4, 2008 — Black Hills Corp. (NYSE: BKH) today announced the promotion of Jeff Berzina to the position of vice president of finance effective immediately.

Anthony Cleberg, executive vice president and chief financial officer for Black Hills Corp., said that the recent Aquila transaction created the need for increased financial support and stronger financial leadership capabilities. Berzina will be responsible for financial planning and reporting, including SEC reporting and corporate forecasting and budgeting. In addition, he will continue to have accounting operations responsibility for energy marketing and oil and gas segments. “Jeff’s strong understanding of the company’s businesses and strategies combined with his accounting skills will continue to strengthen our financial control structure. He has demonstrated strong leadership to insure compliant reporting of acquisitions, divestitures and the increased SEC requirements,” Cleberg said.

Berzina is a University of South Dakota graduate and a Certified Public Accountant. Prior to joining the company in 2000, he worked for six years in public accounting with Ketel Thorstenson in Rapid City.
